Electrician License Reciprocity by State (2026): Where Your Journeyman Card Transfers

An electrician's licence is the most locally governed credential in the trades. In about half the states it is issued by a state board, and most of those boards reciprocate with each other for journeymen. In the other half there is no state licence at all: the city or county decides, Chicago's card means nothing in Springfield, and a licence from another state means whatever the local building department says it means. Before you plan a move on a job offer, find out which kind of state you are going to.

States with a state-issued electrician licence

In these states the journeyman and master licence comes from a state agency, and an out-of-state licence is handled by that agency under reciprocity or endorsement rules:

Here the state either licenses only contractors or nothing, and the journeyman card is a city or county matter:

How reciprocity works where it exists

Reciprocity is an agreement between two state boards that a journeyman who passed one board's exam and worked a year under its licence can be licensed by the other without retesting. The western and upper-midwest states (Idaho, Utah, Wyoming, Montana, Colorado, Oregon, Washington, Alaska, Nebraska, the Dakotas, Minnesota, Iowa, Arkansas, Oklahoma, New Mexico, Texas) have the thickest web of agreements, and a journeyman licensed by exam in one of them can usually be licensed in most of the others. Texas reciprocates for journeymen and masters with a short list of states and tests everyone else. The New England states reciprocate among themselves for journeymen (Maine, New Hampshire, Vermont). Virginia, Maryland and Delaware endorse licences from states with a comparable exam.

Every reciprocity application wants the same four things: a verification letter from your current board stating licence class, exam passed and issue date; proof of at least a year of work under that licence (some states ask for two); a clean record with no discipline; and the fee. The new board issues its own licence; you keep the old one if you keep renewing it.

Where there is no reciprocity

California, Massachusetts, Connecticut, Michigan, Wisconsin, Hawaii, Georgia, New Jersey and Rhode Island do not reciprocate with anyone. Your hours still count: they let you sit the state exam without a new apprenticeship. Get the hours certified in writing by your current board before you leave, because the new board will not chase it for you, and book the exam before you move. California's general electrician certification exam is offered year-round, Massachusetts' journeyman exam on a schedule, and both have waiting lists in spring.

Cities and counties

In New York, Illinois, Pennsylvania, Indiana, Kansas, Missouri and Arizona the licence you need is the one for the municipality where the job is. Big cities (New York City, Chicago, Philadelphia, Indianapolis, Kansas City, Phoenix) have their own exams and some have reciprocity with neighbouring municipalities but almost never with other states. Smaller towns often accept a card from the nearest big city. Ask the contractor who is hiring you which card the inspector on their jobs expects: that is the only answer that matters.

Contractor licences are separate

Everything above is about working as a journeyman or master for someone else. Pulling permits in your own name needs a contractor licence, which is a different licence, a different exam, and in most states a bond and insurance. Contractor reciprocity exists in a few places (Louisiana, Mississippi, Tennessee, North Carolina and South Carolina have agreements among themselves), but it is thinner than journeyman reciprocity and almost always needs the business and law exam again.

What to carry when you move

  • A verification letter from your current board, dated within the last 90 days.
  • Your exam result with the score, if the board gives one.
  • Hours certified by the board or by your employers on letterhead.
  • Your current licence card and renewal receipt.
  • If you are going to a locally licensed state, the name of the municipality where the first job is, in writing from the employer.

A journeyman with that folder is licensed in a reciprocity state in two to four weeks. One without it waits for the letter, which is the part no board hurries.

Pay in the new state

Alaska, Florida, Nevada, New Hampshire, South Dakota, Tennessee, Texas, Washington, Wyoming take no income tax from wages, which on a journeyman's pay is worth several thousand dollars a year. Each state page shows the tax line next to the licensing body, so you can compare the two together.
